Brutes armor and look change

Hi.
When you choose armor your brute avatar changes a little bit (it adds some small things to your clothes).

So is it safe to assume that any brute with those adds have armor? Or can you also get randomly brute that frim the beginning looks as if it has armor from the beginning?

The first you've said. Brutes with armoured avatad have armour and vice versa. So it's easy to avoid armored brutes in daily fights since at low levels may be hard to beat

ok. Do EVERY brute that wears armour in the picture also have skill armour?

I ask because I am hunting the one type of avatar that I would love to see with armour on (as a picture) - and if it is impossible to get that picture of brute right away that is useless for me to stop me from aadopting one now.
