Press it when you see a bad, unnecessary, off-topic (Pupil etc) post . It will help us mods a great deal.

Due to my inactivity, I haven't been modding much.
You say the forum needs cleaning and/or more mods, I suggest you help us out by reporting bad posts / threads.
