Its a strange brute because his stats are very high although he is not an hyper agile. But some test have shown that his combination of 3 high stats can make him beat hyperagiles often... I've done a lot of tests. His high speed helps a lot. Its a tough call if he can be so good or not that good.
He has 409 stat points at level 300! I think its a huge amount!

Good but missing tragic potion, only two pets, and at this point speed is imo the least important stat. Highest stat figure for this brute is speed.
For such a brute tragic potion and pets/better anti-pet skills are quite important imo because due to low agility it will get hit quite often. Moreover due to his low STR and AGI I would say that high HP (vitality) is more important than speed.

As for stat figures and as a comparison, at level 300 rkeuse has 412 stat points (close to your brute's total) but STR+AGI=298 whereas this brute has STR+AGI=262.

Anyway I may be mistaken and the best benchmark would be to run quite a lot of simulation fights against several types of brutes (hyper agis / hyper str / etc - that's how I have chosen rkeuse after looking for the stats).

I've done a lot of simulations against hyper-agiles, his high speed is usually what decides the matches. I mean, several attacks in a row can make a lot of difference, and with implacable this one hits hyperagiles quite often.
Yes it has only 2 pets and its a big weakness but usually this brute uses COTD like two times in a row very often and also attacks with the good speed.
His big speed also (apparently) makes him use more often stuff like 6th sense, pugnacious and stuff like that. Its quite important too.
I'll do more tests though.
