I don't have any brutes with special skills apart from "Cuisinier".

Why does some of the skills NOT appear on the list when you put the mouse over the brute bar/picture?

Because skills that cost an injury like cuisiner and reinforcements can be used with all your brutes in that group I think...

Cuisinier does not affect all the brutes in your group, unfortunately. Reenforts affects all the brutes in your group that are not the one actually using the skill, so mousing over the brute that has received reenforts will not show the skill. Not sure why any other skill wouldn't show up.
